What this tool does
Local PDF Tools handles the everyday jobs people usually upload their documents for: joining files, pulling pages out, turning photos into a PDF, saving pages as pictures, fixing sideways or out-of-order pages, and making scanned files smaller. Pick a tool at the top, add your files, and download the result. Nothing is sent anywhere.
Merge PDFs
Add two or more PDFs and they are joined into one file, in the order shown. Drag a file up or down, or use its arrow buttons, to change the order. Pages keep their original size and orientation.
Split a PDF
Type the page ranges you want, such as 1-3, 4, 5-8, and each range is saved as its own PDF. Tick "Save all ranges as one PDF" to pull selected pages out into a single file instead. To cut a long document into equal parts, choose Fixed size and set how many pages go in each file; 1 saves every page separately. Several files can be downloaded together as a ZIP.
Images to PDF
Turn JPG, PNG and WebP pictures into a PDF with one image per page. Each page can match the size of its image, or use A4 or US Letter with the picture centred and an optional margin. JPG and PNG files are placed into the PDF exactly as they are, so there is no loss of quality. Photos taken sideways on a phone are turned upright first, which saves them once more at high quality.
PDF to images
Save the pages of a PDF as PNG or JPG pictures. 150 DPI suits most screens and documents, 300 DPI is sharp enough for printing, and 72 DPI gives small files for quick previews. Convert every page or only the ones you list, then download them one at a time or all together as a ZIP.
Rotate, reorder and delete pages
Every page is shown as a thumbnail. Turn pages left or right, move them with the arrow buttons or by dragging, and remove the ones you do not need. Removed pages stay visible, faded, until you save, so a page removed by mistake can be restored with one click.
Compress a PDF
Most of the size of a large PDF is usually its pictures, such as scanned pages and photos. This tool makes the file smaller by redrawing each page as an image at the resolution you choose and saving it as a compressed JPG. That works well for scans and photo-heavy documents, often cutting the size by half or more.
It has a real cost, so it is worth knowing before you use it: the text becomes part of the picture and can no longer be selected, searched or copied, and links, bookmarks and form fields are removed. A PDF that is mostly text may even get larger. The tool shows the old and new sizes side by side, and if the new file is not smaller, simply keep the original.
Privacy
Your files never leave this device. The page has no upload step and no server that receives documents: your browser opens each file, does the work, and the download comes straight from its memory. Once a file is open, the tool keeps working with the network switched off.
Questions
Is there a limit on file size or number of pages?
There is no set limit. Everything is held in your device's memory, so a phone will handle smaller documents than a desktop computer. Files of a few hundred pages are fine on most computers. A ZIP download can hold up to 4 GB.
Can it open password-protected PDFs?
Not PDFs that need a password to open. Some PDFs open freely but are protected against editing; those can still be converted to images and compressed, but their pages cannot be merged, split or rearranged.
Are bookmarks, links and forms kept?
When merging, splitting or rearranging, the pages themselves are copied unchanged, including their text and links. Bookmarks are not carried over, and fillable form fields may stop being fillable. Compressing removes links and form fields, as described above.
Why is the text in my compressed PDF not selectable?
Because compressing turns each page into a picture. Keep the original if you need to search or copy the text.
Does it work on a phone?
Yes. On a touch screen, press and hold a page or file for a moment, then drag it to move it. The arrow buttons do the same job without dragging.
Does it remember my settings?
Yes. Your last tool and options are stored in this browser. Your files are not stored: they are gone when you close or reload the page.
